Question / Help Video displaying late

Hello OBS readers,
I have been trying to stream Melee with a Diamond HD Game Capture and have ran into some issues. When I first started using this software a few months ago I came across the same problem of the video coming in ~3 seconds after the audio displayed. I was able to fix the problem thanks to the OBS Analyzer and get everything synced up. Fast forward to today and after integrating a new webcam the same issue is occurring. I ran everything through OBS analyzer and nothing it has told me has been able to help me. I really need to get this working 100% by Friday and have been pulling my hair out trying to tweak everything so it will work. Any insight anyone could offer would be a tremendous help.

You have multiple audio devices set up, and it seems your device is linked to line-in. Which specific audio is having the issue?
 
The audio of the headset I am using, the audio of the Diamond capture device and the audio of the capture device (line in) is all in sync but the video of the game capture device is behind by about three seconds. I disabled all other audio and video sources and tried running it that way but the lag is still there.

Perhaps the device is simply a USB 2.0 device, which are normally delayed. Try setting the audio sync offsets of each of them to the approximate amount that the device is delayed by (milliseconds).
 
The device is a USB 2.0 and I understand that there is a delay due to that but I don't understand why it would be working properly and then revert back to the same issue after changing the webcam. The problem with offsetting the audio is that it caps at 1500 which is only half the time that I am needing to adjust by.

The audio sync offsets shouldn't be limited. Which one has a limit?
 
The Global Audio Offset only allows me to enter in a value as low as -700 when I am needing a value at around -2000. In the properties of the device, if I enter a value for the audio offset that is lower than about -250 or so it doesn't play any audio from the device as well. Is there any other way to get the audio to come in later?

EDIT: get the audio to come in sooner*
