Question / Help Video Capture Device output on OBS is noisy

Basically I have a fairly cheap capture card (Kworld GM220) which was a pain to set up at first but a handy video (which has apparently been removed from youtube) helped me get it set up. So, I streamed here and there with it and was all working fine. Now, I didn't stream much for a while and something has gone wrong. Now, I hadn't altered settings (OBS had updated so maybe that altered some things, i'm not entirely sure) but now I get a rather noisy output as shown in this (terrible) screenshot

Now I don't fancy streaming the games I play in some scrambled noise.

So, is there any help out there for a poor soul and his video device issues?
 
Quick update. Changing the resolution to standard definition rather than high definition has reduced the noise. The Wii u set on 576i comes through with out much noise at all :S
