Question / Help very poor fps while streaming ffxiv

hello, i'm having very poor stream fps while streaming final fantasy 14. i have had no trouble streaming any other games, some of which are much more demanding on hardware. while streaming, the stream's fps is very low (as low as 13 fps) but my game's performance doesn't change at all. i've tried messing with different settings to no avail. even tried setting the game to lowest quality. there seems to be some sort of conflict with the game, because my computer should be able to handle streaming this game with ease.

specs:
i7 2600k @ 4.2ghz
16gb ddr3 ram
nvidia gtx 770 4gb OC

obs settings:
bitrate 3500kbps 2560x1440 downscaled to 720p @ 30fps, aero disabled
have tried bitrate as low as 1000kbps
my internet speed is 85/90mbps (verizon fios)

i usually stream on hitbox.tv but i've also tried twitch with the same result

any help would be appreciated, thanks
 
I always use game capture, monitor/window capture lags my game too much. Tried the anti-cheat hook, didn't make a difference. Resolution isn't too high at only 720p. I keep Aero disabled all the time in Windows, tried enabling it before didn't help. CBR is always enabled in my settings, disabled it just to test. Only thing that makes sense is the GPU resources, because when I'm in game the GPU load is 99%. However, other games also run at 99% but when streaming OBS seems to borrow GPU resources from the game to maintain stream performance. This is the only game that doesn't seem to do that. I think something else is going on.
