Whenever I try to stream a game such as outlast or bioshock, I can barely keep 20fps. My cpu usage barely goes over 50%...not sure whats going on. Hope its just a setting I have wrong thats messing everything up. Keep in mind Im getting 20fps, sometimes lower, with all graphic settings on the lowest possible option.

Update OBS; that appears to be an old version.
Also, it seems you're trying to capture from ePSXe; emulation is very CPU-dependent, and can cause issues with video encoding.
Adding onto that, the AMD APU series are... really not regarded highly. I would strongly advise also grabbing a copy of GPU-Z and monitoring your GPU load while playing and streaming; OBS uses the GPU as well for pre-processing and composition, and if it's being maxed out or heavily loaded by a game or other process, it can cause framerate issues.

Also, you seem to have the FPS rate set to 27 for some reason. Most will go for 20, 25, or 30fps, though 27 is valid, it's a bit of an oddity to see it in a config.
