Question / Help Very choppy and laggy stream for viewers

Hi, I'm new to this forum and I have an issue I'd like to address.
The livestream showing on Twitch.tv is very laggy.
Now it could be my internet connection. I live in Guam (island, middle of the Pacific Ocean) and the closest server is at San Francisco, California. I did a speed test, and this is the result (from Guam to San Francisco) http://www.speedtest.net/my-result/3696230419
I read on some other forums that my bit rate needs to be lowered down. I've lowered the 1000 bit-rate (the default setting) to 500 and it seems worse in that setting.
Meanwhile, I have no lag in-game, computer is not overheating, I have a good graphics card, and I'm not running any other applications other than OBS. Any soultion?

You should probably try lowering the bitrate which would help out a lot. It would cut down the lag by a massive amount.

Does OBS tell you that you are dropping frames? If not, then it's an issue with your connection to the Twitch distribution server. It doesn't happen to everyone who watches your stream. You can see if streaming to a different server helps, or lowering your bit rate, but there's not a lot you can do. Again, not everyone who watches your stream will have this problem.

it didn't say i was dropping frames, it's probably because I'm way too far from the server (and unfortunately San Francisco is the closest i can get)
I lowered bitrate to the lowest (48) and set resolution downscale to 3.00 (the highest)
I used one of the estimator things OBS provides and I set my max bitrate to 604 and buffer size to 362
I have a very good CPU so I use the veryfast CPU preset, and use CFR. Process Priority Class to Normal and Scene buffering time to 200 milliseconds.
Unfortunately the stream is still laggy (a bit better from before)
I'll try connecting to a different server
Also another issue. The stream literally freezes after 10 seconds, then it's just unwatchable after the freeze. anyone know the solution?

This is kind of an ongoing problem with how streams are distributed, imo. Unless you are partnered or have a certain viewer threshold(I think, don't quote me on this second comment) everything seems to get served from San Francisco if streaming to a US ingest server. Even a lot of partnered streams I try to watch seem to be trying to make me watch from San Francisco, and I'll have trouble watching even on a 75/75 connection.

Unfortunately, there's really not much you can do on your end to try to resolve such buffering problems.

As a side note, you shouldn't really be setting your scene buffering time that low. It has no bearing on this issue, but too low of a scene buffering time can cause other issues. The default of 700 is specifically set to account for possible audio issues that can happen from time to time.
