Question / Help Vampire The Masquerade Bloodlines - Low FPS while recording with OBS

So, I was asked by a friend to play the game, and she wanted to watch. I'll post the specs I have and settings, but I am baffled why I have 60fps but recording at 720p 30fps, there is a frame drop in obs from 30 to 6 when the game is running.

My PC Specs:
Intel i7 4790k
16gb 1866 ram
gtx 970 sc
game is on a 120gb ssd
recording to a WD Green 4tb

My Obs settings are:
Encoding> x264 enabled > quality balance 10 > Max bitrate: 1000 > custom buffer enabled > Buffer: 0
Advanced> Use CFR > CRF=10 > x264 cpu: Fast

I have been wracking my brain with this for a few hours and have looked it up on here, but cannot find anything about it. I am at a loss right now, because I tested it with Life is strange and reign of kings and it is a consistent 30. Is it the game engine, and if so anyone else have any advice?
 
Change your CRF to 18. Change your x264 preset to Very Fast. Then post a log file after testing it for at least five minutes of high action gameplay.
