Question / Help VAC on Windows 8.1?

So I am trying to set up VAC for my stream for Windows 8.1 and I can't seem to get it to work. Most of the guides I find are for Windows 7 and have you go to the properties of the VAC Lines and click the "Listen" tab which Windows 8.1 does not have.

Just going for the basic setup: Stream hears game sound/music/mic but not the voice chat software I am on.

Ehm, Win8.1 has the same listen to function as Win8 and Win7 before. I use it every day with VAC together.
"listen to" is only available on recording devices though.

So normally you just set your VAC Line1 as default playback device and under recording you set it to listen to your headset/speakers. While your voice tool has to be sent directly to your headset/speakers. OBS will use the vac line and not hear the voice chat then.

I must be doing something wrong...I just simply cannot get it to work. I literally did everything you said step-by-step and it just will not work. I might just try another program or something, perhaps VAC won't work on my system. I will post a log file when I get back to my home PC. How exactly do I access a logfile? I assume in VAC?

EDIT: Alright so I got it to work some how however my stream is lopping my sound? no clue why it is doing that. I feel like this should be so easy to set up I have no idea why I am having so much trouble with it =(

Make sure you do not watch your stream on the same pc that obs runs on. It will "hear" the browser sound output and send it again, so that would cause an audio loop. Or is it a more instant loop? (then post the log as dodgepong suggested please)
