[Fixed] Sorry for like no info on my problem. What had happen was I was playing around with Video Capture Device and OBS went into a Hard Lock up and I couldn't kill the process no matter what I did I tried Force quitting the process, I tried restarting, I tried Shutdown. This was a hard lock up. I then got the idea to boot up in Safe Mode which seem to have killed the process.
Sounds like you have a bad driver or video device. When a process can't be killed, this means it has some kernel level lock being held, often this is due to hardware timeouts or badly written drivers.
What actually happened (Because this happens to me all the time) is that the camera operation locked in the video capture device was still on and broken in loop (Still kernel side). Unplugging my camera killer the processes and fixes the issue every time.
