Question / Help Upload at 4MB, can't stream at more than 900 bit rate

I should be able to stream at 720p with at the very least a 1800 bit rate, but I can not stream at more than 480p with a 900 bit rate. At my previous apartment I had a 10mb upload and could stream easily at 1080p at a 3000 bit rate. I am beyond frustrated and I don't know what the issue is.

Trust me I have read all of it weeks ago and I have done everything on that list. My speed tests are now at a consistent 5mb and I still can not stream at more than 480p at 900 bit rate.

I am using jtvping to look at the different servers, and it always appears that I have a jitter that is around 6ms or higher on the best servers I can stream to, could this be an issue?
