Question / Help Upgrades, what should i go for to better my stream/recording quality?

Hey i need help figuring out what to upgrade to give me max record quality.
PC Specs
AMD FX-4130 3.8GHz quad core processor
Nvidia gtx 760
12 gigs of ram
1 terabyte hard drive storage space.
Windows 8.1 64 bit

I would like to get your guys opinion on what i should upgrade next. Should i get an SSD drive or upgrade my processor? What i was thinking about doing was selling my graphics card for about 225, before the new 960 comes out so i can sell for a higher price, then buying a 970. But i am not too sure that is the right choice. My friends are telling to get a ssd card but i dont see how that will help me get higher than 30fps will recording.

Also a little side note I only get 30fps max(it goes down to 24 sometimes) whilst recording CS:GO. I play on low-medium settings in cs with a 4:3 stretched resolution. Here are my OBS settings.

If you could figure out why this problem persists then you are a life savor.

Any help would be nice and if i left out any information please just leave a post in the thread.

What resolution are you trying to record? At some point, you'll need an SSD since a HDD can't write fast enough to record a high resolution/fps video.

I record on 1920x1080 but it is downscale to 1280x720.

the point of an need for the ssd is quite far. thinking of an hdd can write/read with around 25mb/s sometimes even more thats more than enough

i also doubt that anyone will buy the used gpu for 225 when you can already get it for ~180-200 (NEW)

in your case you would have to upgrade your cpu because your cpu isnt the best for streaming/recording

you could use some different recording settings (recording only)

720p30
preset ultrafast
cbr=unchecked
cfr=checked
custom x264 command: crf=20

bitrate 15000
buffer 15000

for streaming

720p30
preset veryfast
cbr=checked
cfr=unchecked
no custom x264 command

keep your current bitrate/buffer
