Upgraded Mobo/CPU and now getting audio warbling

Hey all,

I recently upgraded my motherboard, CPU, and RAM in my setup. I mostly use OBS for recording but I use the fullscreen preview option to stream stuff like my switch from my Elgato to Discord. On my old setup, this worked with no problems for upwards of five years. However, after I finished the upgrade today and went to play some Legends Z-A, I noticed some pretty severe audio warbling and scratching in the preview. Got a recording of it and it happened in the recording too.

It's not happening from any other sources (YouTube, steam game tested). I've updated OBS to the latest version. I've also transferred over the drives from my old PC so all drivers should be downloaded fine, unless they're for the MB I guess?

Anyway, not sure what's causing this setup to not work all of a sudden. Any help would be greatly appreciated and I'll answer any further questions. Cheers!

Update:

Before, I was using two things for capturing from my HD60s: a video capture device and audio capture device. After doing some troubleshooting (And deleting both original sources), I made a new video capture device with audio set to output to desktop, which the audio in the above clip is from. The issue persisted from both sources.

However, I also just noticed that the audio in the second method is significantly (~1s) behind the video. In attempting to switch back to the old setup, I noticed that the audio inputs are split between 'output capture' and 'input capture'. The HD60s only shows up on input capture, and now isn't outputting sound to the preview, and as far as I can tell there are no settings for it I can fiddle with.

Really not sure what I f*cked up doing the transfer but I am now sad. :(
 
Update update:

Fixed the audio delay issue by setting the audio monitoring on the video input capture to 'monitor and output'. Unfortunately, the warbling issue is still there...

Swapped the HD60s input to a 1.0 USB- audio worked but video was laggy (Obviously). Swapped to a different USB 3.2 and no warble. Consensus: Bad USB slot.

I'm gonna go make myself a drink.
