Question / Help Upgraded Hardware - Destroyed OBS performance ?

first off specs:

Motherboard: Asus Maximus VII Hero
CPU: QuadCore Intel Core i7-4790K
Graphics Card: 980ti (Previously HD 7970)
RAM: G.SKILL Ripjaws 16GB 2133
PSU: 850W
HDD/SSD: 3TB WD Black / 240GB samsung 840

So I was running a HD 7970 and now I put in a 980ti all works amazing.
I streamed H1Z1 before the upgrade and had my game running great 50-120fps , now it runs 20-50.
sometimes the game will say 80fps but is clearly unplayable.

any idea what could have happened? there was also an OBS update between this time, I currently am re-installing my OBS.
 
So when I tab out and back in its smooth for about 5 seconds and then back to choppy, but one time I tabbed back in and it worked played a battle royale, all was golden.. so decided to see if it would still work stopped the stream and started it back up and same thing back to choppy again.... what could have caused it to work ? why is it not working?!
 
Please post a logfile. There's a reason it's stickied at the top of the forum, and linked whenever a new thread is opened in the Q&H forum. We really do need it to see what's going on, on the back end, and be able to make any suggestions. A raw list of parts isn't going to help.

Thanks.. I checked the log file and found I was using 32bit. how? when ? why? I don't know.. when It updated it must have changed. but I got 64bit and It seems to have fixed it.
