Question / Help Unable to record/stream in 1080p or in 60 fps.

I don't know if it is because my processor or if i just have some setting wrong, but this is my obs logs and if i can just get some help it would be perfect. My processor is a Intel core i5-4670k 3.40GHz. I have 8 GB of ram and im running a Radeon R9 270x 4Gb on my pc. let me know if i can give any more info to help. Thanks
