Unable to capture window (as Admin, but fine as non-admin)

Please help.

I'm experiencing a strange behaviour when trying to capture Reflector4.exe window.
I'm not able to capture the application when running OBS as admin, but strangely it is capturing fine when not running as admin.
The application is available in the list to choose from, but the preview is blank (grey).

The Reflector application was always running as non-admin.
Scene 'Reflector Stream' does not have any game capture, so I'm not expecting interference (hopefully).
Capture mode is 'Windows 10 (1903 and up)', I've also tried BitBlt but it is showing a black rectangle instead.
Also 'Game Mode' is already turned off in Windows.
I've tried DDU and reinstall the latest AMD drivers but it does not seem to help as well.

At the end of the log there seem to be an error 'CreateForWindow (0x80070424)'.

Update: Disabling iGPU in BIOS does not help as well.
Note that I've also copied the profile settings (from roaming folder) between both admin and non-admin users, so they should be using the same settings.

When running OBS as administrator.

I found the cause, OBS running as different Windows user as the current login user, is not able to capture window by current login user.
Running OBS as current user (elevated as admin), resolves this issue.

Bummer that it is not able to do so this way.
