Question / Help Unable to achieve a smooth stream while keeping ping low and quality good

Greetings OBS forum!,

I've been busy for the past 2 hours setting up my stream, sadly I've run in some issues that I need some help with.
For some reason I can't get a smooth 30fps stream while keeping the in-game ping low and maintaining quality in fast moving games (FPS mainly).

My PC:
Intel Core i5 2500k
MSI R9 270x HAWK
ASUS P6P67 REV 3.1
8GB Kingston HyperX

I've been messing with the OBS settings for the past 2 hours but this is what I have right now. This gives me a ping of about 100 and the streams sometime doesn't looks to be running at 30fps, however OBS itself isn't dropping frames.

The settings from OBS:
Video Encoding:
Using CBR
CBR padding enabled
Max Bitrate: 1500
Buffer Size: 1500

Audio Encoding:
Codec: ACC
Format: 48kHz
Bitrate: 128
Channel: stereo

Video:
Down-scaling to 1280x720
Advanced/Video:
Encoding Profile: main
The rest is default, however OBS recommended using main for encoding.

Our internet speed in Megabits:

I would really appreciate assistance on this Mather!.

Try enabling the minimize network impact option.

I did as you asked. My ping improved but I'm still getting issues with my stream quality. I just can't get it to run at 30fps, it just looks like 24fps.

So far I finally found a good balance between performance and quality :). Thanks for the help!
