Question / Help Two PC Streaming Setup Issues. 165hz Monitor with 60hz Capture Card

Monitor - Dell S2318HN/NX - 60hz
Problem I am having is when I try and game at high settings and high frame rates(Sea of Thieves or Pubg at 1440p med to high settings at 165fps) obs preview begins to drop to as low 10fps. When I tab out of the game and mess around in OBS or anything but the game my preview goes up to a locked 60 FPS and looks smooth. As soon as I tab back into the game my preview drops. I don't notice any ill effects in game. When my GPU usage on my gaming PC goes up to 85%+ I have loss of frames. Only solution I've found is to clone my gaming display to the capture card. When I Open Nvidia control panel my gaming monitor is at 1440p 165hz and my capture card is at 1080p 165hz. Only issue there is shortly after I start any game it resizes the game in OBS to 1440p while the preview is 1080p so the game cannot be displayed in full. I have tried a ton of stuff, lowering the frames and refresh rate inside of the Nvidia control panel. Another thing that works is lowering the in game fps to a locked 60fps. I can then max out the graphics settings but I lose the ability to game at anything above 60fps. Is there anything I can do to free up some GPU usage to game at higher than 60fps. Thank you so much for any help!

You have all the Windows Gaming features enabled still.

Hit Windows + I, go to Gaming.

Work your way through every menu option and turn them off.

Game Bar
Capture
Broadcast
Game Mode

May I ask though, why are use using NDI and a capture card?

Your PC is having to encode the NDI output even if you aren't recording or streaming

And don't run Desktop and Game Capture in the same scene, it forces your games to V-sync. Keep desktop and game capture in separate scenes
