Question / Help Twitch stream stutters

Okay so I've literally tried everything. I've used millions of different settings, I've used multiple programs(I like OBS the best), I've tried reading guides, I've tried watching videos. I still can not seem to fix the stuttering or hiccups that happen with my stream. I get no FPS lag or anything. I don't get any dropped frames, but in Twitch the stream stutters. I thought maybe it was just me watching the video, but I went back to watch the recording after I was done live streaming it was still stuttering. Any help would be greatly appreciated!


PC SPECS:

CPU: Intel(R) Core(TM) i704839K CPU @ 3.40GHz 3.70 GHz
GPU: NVIDIA Geforce GTX 780Ti
RAM: 16gb of Ram

It's an issue with your connection to the Twitch distribution server. It doesn't happen to everyone who watches your stream. You can see if streaming to a different server helps, or lowering your bit rate, but there's not a lot you can do. Again, not everyone who watches your stream will have this problem.

Even weirder, I just tried watching the video in Internet Explorer and it works perfectly fine. My current browser is Firefox, any idea why the stream would lag in Firefox but, not in IE?
