Question / Help Twitch Stream Stutter

I recently tried to stream, for the hell of it, and my friend and I noticed that while streaming, my stream would twitch (haha had to) and stutter. I don't know if this is because my internet is slow or if there is something in my settings preventing my computer to go to it's full potential.

This is most likly a twitch problem, and the fact that you're trying to stream in 1080p (on twitch) with only 3300 bitrate. I don't want to go in to details but there is no use in trying to stream at anything over 720p (on twitch) with a bitrate with anything over 2600 bitrate. Unless you're a partnered streamer.
