Question / Help Twitch - Problem with "buffering" Stream

Hi,

I just started streaming League of Legends via Open Broadcaster Software and I got some feedback recently that the Stream is "lagging" or "buffering" (the loading-circle is showing up every 5 secs). For 50% of the viewers it does work properly without lags or buffering, but for the other half there are those problems occuring. I have no framedrops in OBS (0.00%) and the Stream Quality is great (green dot) at twitch's dashboard. Yesterday it worked fine from 11:00 till 19:00, but afterwards the stream was encountering the "buffering" problem (even for me) again. I just wanted to know what I could do to fix this problem for my viewer/the stream.

Since I use a notebook to stream, the resolution I stream is: 1366x768
Settings:
- Upload: max. bitrate 1600kb/s (tried with up to 2300kb/s as well)
- Puffer set to 1600kb/s (tried with up to 2300kb/s as well)
- CBR / CBR Padding - ON
- Server Frankfurt (Streaming from Austria)
- Process Priority - Highest
- x264CPU - veryfast
- KeyFrame Intervall 2 Seconds (as requested by Twitch.tv)
- CFR - ON

I hope u can help me out with the problem which is causing the buffering-problems :)
 
I read this article already but I don't really get any conclusion out of it. What is creating those "buffering" issues? Is it my hardware / connection (see above) or is it a twich-based problem? Cause most of the other "amateur" / beginner streams I watch work perfectly meanwhile when I encounter those buffering issues.
 
The issue is between the viewers experiencing the buffering, and Twitch. Lowering the bitrate of your stream can help, but 1600kbps is not high by any stretch.
 
There's just one point which is confusing me about this: Other Streams work fine meanwhile with the same bitrate and settings. :( So how could twitch create this buffering issues just for my stream then? :o

They prioritize some streams and not others.
