Question / Help tvheadend streaming and transcoding

I was hoping someone can shed some light.
I have tvheadend set up to receive few dvb-s feeds. I need to rebroadcast them with a lower bitrate. The problem is that neither VLC nor ffmpeg want to take the tvheadend playlist format url. VLC takes it from command line but not from VLM but managing transcoding of each channel in different window neither convenient nor practical.
Can OBS help doing this? Any suggestions?

Probably not. The only video source plugin that OBS has is based on VLC, so if that doesn't work, then I don't think you will be able to add it to OBS directly any other way.
