Question / Help Trying to stream Skyrim in the best quality

Hey!

I'm having some quality issues when I stream Skyrim (modded)

The quality is decent when I am not moving, upon moving ingame the quality becomes blurry and blocky.

My laptop stats:

- i7-4710HQ 2.50GHZ
- 16,0GB RAM
- Nvidia GTX 860M 2047MB

Internet:
100 mbps/download
9.5 mbps/upload

I am streaming using the 64 bit version and here are my settings;

What can I do to improve my quality?

Decrease FPS to 30. There's no point in 60 really.
Also, with that bitrate, I think most people won't be able to watch your stream and would get constant buffering. I mean, I can get decent quality at 2500 streaming Battlefield 4.
 
3000 bit rate at 30 fps . twitch on 720 unless your partnerd wont allow you to go over that really
also disable custom buffersize it isnt needed
