Question / Help Trying to stream in 720p but get stutter on stream

Max Download 70mbps (70,000kbps)

Computer

CPU: i5 -3570K @ 3.60GHZ

GPU: GTX 970 MSI 4GB

RAM: DDR 3 1600 4x4GB

I'm not sure why I keep losing frames or getting stutters. I've tried everything by OBS estimator and listings on twitch.

Current Settings:
Endocing: 3300kbps
Buffer: 2500kbps
720p @ 30fps
CBR on
CFR on
x264: veryfast
Encoding: Main
Intervals: 2
Connected to Dallas server (i'm central located)
Natural Res: 1920x1080
Downscale: 1280x720

Can someone help me? trying to stream at 720p without all this stutter going on.
