I get alright quality out of my current setup - PC = AMD FX-8350, GTX 660 - Internet = 2100kbs up (can't go over 1600kbs in settings though or SUPER LAG)
My current settings are

Use CBR - Checked
Enable CBR padding - Checked
Use Custom Buffer Size - unchecked

Resolution Downscale - 720p
FPS - 25

x264 CPU Preset - veryfast
Use CFR - Checked
Like I said, the quality is alright,.. but I wanna push the quality to the absolute maximum.
I stream counter strike full time.
