Question / Help Troubleshooting and still 75% dropped frames

I've been able to stream fine in the past, but last night started getting bad and tonight it's impossible. I can't stream more than a few moving frames before it freezes and disconnects. Some logs have up to 75% dropped frames.

I've gone through the troubleshooting thread,
--slashed my bitrate by more than half (from 3k to 1k)

--my server has the lowest average reported by TwitchTV Ingest Latency Checker at 14ms Avg

--checked my upload speed (it was 1.4 Mbps then 0.7 Mbps, then 0.84 Mbps as reported by SpeedTest.net, but SpeedOf.Me can't even make it through a full test before it fails)

--tried streaming to other services (Hitbox.tv) and it had the same issue. Only showing a few moving frames then freezing

When I try to run ShaperProve to test if my ISP is throttling me, it keeps saying the server is busy or it couldn't connect to the server and I should try again later.

I feel like I've tried all the major avenues and still I'm having trouble. What gives?

Thanks, I had used the stream key earlier. I must not have pressed a key hard enough or something when I went to copy the log.

well this sounds like a problem we cant really help you with since its sounds related to your isp.

but you might have installed some weird software during the last few days which migh be a limiting factor or even cutting out connection completly but thats something we cant really help you with

for the log since you are streaming 540p30 going with 3k bitrate is quite high and not really necessary bitrate of ~2000 should already be fairly enough. (wont actually help with your problem)
