Question / Help Troubles with stream at all settings (buffering, lags)

- Download/Upload: 25000/5000 kb/s
- CPU: Amd FX-4100 Quad Core, 3.6 GHz
- GPU: MSI Radeon HD 7790
- Motherboard: Gigabyte GA-970-UD3
- RAM: 12 GB
- Windows 7
- Resolution: 1920x1080 with 1.5 x downscale to 1280 x 780

Hello guys,

I have troubles with my stream. Whenever I stream, regardless of the settings it will buffer every couple of seconds and also freeze occasionally. So I tried a lot of possible combinations of settings and the only thing that kinda helped was lowering my encoding max bitrate to exactly 1000 kb/s. Even at 1200 kb/s it would buffer every 5-10 seconds for like 5 seconds. My download and upload rates are stable throughout the whole day and I don't ever have other issues with it. I am not dropping any frames (0%). Also I am not recording while streaming and no other major software is running at the same time. So here is what I tried amongst other things:
- Encoding: changing the max Bitrate (1000 - 3000, stepwise), custom buffer sizes on/off (usually +300 kb/s)
- Broadcast Settings: Minimize Network Impact on/off
- Video: Resolution Downscale from 1.5 to 3.0 stepwise; FPS: 20, 25, 30
- Advanced: x264 CPU Preset from veryfast to superfast
I tried many possible combinations of these settings and it always buffers every few seconds. As a source I am using Game Capture. CBR and CFR are always checked. I don't really know what part of the settings or hardware is causing these lags. Here is a recent log file which I hope will help.

If you're not dropping frames, buffering is being caused entirely by your route to the viewer servers.
Twitch routes ALL viewers of low-viewer non-partner streams through the san fransisco datacenter, regardless of the viewer's location.

No amount of framerate or resolution tweaking will solve it.

Thanks for your answer, Harold. So does that mean it is an issue with my ISP and their routing?

So in case someone with a similar problem runs into this thread and didnt know about it yet like I did, Harold was correct with what he said. Other streaming services (tested 2) stream my broadcast without any issues at fairly higher settings and quality than what I tried on Twitch. For non-partners especially from Europe, I guess, Twitch might not be the best address to stream.
