Question / Help Trouble getting more than 40FPS while streaming.

Hey there I recently got some new PC upgrades and wanted to start streaming however I cannot get the settings right to give me the best results. I have been all over the internet trying to find solutions and nothing is working. I have also tried all sorts of games from league of legends to call of duty to The Witcher 2 and I cant get any more than 40 FPS with most of the time it being around 20 and league of legends (which can run on a toaster) around 18 while streaming. When I run these games normally I am at 60 FPS constant (with V-sync on).

What I'm running:

Intel i7 - 4790 3.60GHz
MSI GTX 970 4GB DDR5 OC
Windows 7 64bit
With an upload speed of around 17.5 MB/s

Any help would be appreciated!

Well for one you're streaming at 1080p with 1000 bitrate... you should theoretically have enough CPU power, but if core #1 is maxing out, your games could get screwed up since they're DX9.

Next, why in the universe are you streaming at 1080p with 1000 bitrate?
 
If I'm honest I would put it down to inexperience with sort of thing since I am pretty dam new at it so I do apologise for my ignorance in the matter!
It's not recommended to stream at 1080p60fps, it both requires a very high bitrate and is very demanding on the viewers (and your) CPU. Either do 1080p30fps or 720p60fps, and up the bitrate to 2500 at least.

Also, do you mean 17.5Mbit/s upload? 17.5MB/s (140Mbit/s) upload is unusual. Either way, network speed is usually measured in Mbit, not MByte.
