Here's my computer,
CPU: Intel Core i3-2120 3.3GHz Dual-Core Processor
Motherboard: ASRock H61M/U3S3 Micro ATX LGA1155 Motherboard
Memory: G.Skill Value Series 8GB (2 x 4GB) DDR3-1333 Memory
Hard Drive: Samsung Spinpoint F3 500GB 3.5" 7200RPM Internal Hard Drive
Video Card: XFX Double D HD-687A-ZDFC Radeon HD 6870 1GB
Case: NZXT Source 210 (Black) ATX Mid Tower Case
Power Supply: Corsair 500W ATX12V Power Supply

If anyone can suggest any settings, let me know! I'm always capturing at 1280x720. I've tried 30 FPS, 400-3500 max bitrate & buffer size, all sorts of x264 CPU presets, 44.1kHz audio, and all sorts of bitrate. I guess I haven't changed the quality balance much (set at 10).

It is. You're using an i3. ESPECIALLY if you're trying to record, where you'd use higher bitrates. Far less if you're trying to play games on the PC at the same time, that'd devour your already weak CPU.

Is there a best way to waterproof my keyboard? I'm not crying THAT much, but I'd still like to take some precautions.

Would this only be a CPU issue?
You are correct. Your video card is not particularly good in itself, but it has little impact on what you would be doing with OBS at this point.

If you can afford it (and your motherboard can supply enough power to it) I suggest an i7. If you buy an unlocked i7 and don't overclock it, I will spin kick you.
