Question / Help Tried(a lot) before asking

I need help, I am trying to stream PS4 games using Elgato(HD60). I have that interaction working fine and have that feeding into OBS. My problem is with streaming and the general quality of the video, it just looks sub-par, muddy, low res. I have tried setting pretty much every setting differently and testing. I even did a clean install of windows. Nothing is showing up in the log analyzer as a problem.

I have 720p from PS4 and from Elgato (30fps)
My rig (modest): i5370k
Geforce GTX 960 4GB
12GB Ram
Windows 10 64bit

Anything standing out? I feel like there must be something I'm missing.

Maybe raise the video bitrate a little more, like 2200 Kbps. Too much bitrate for Twitch causes viewers's player to buffer, lag, and otherwise not watchable.

Most Rocket League streams at 720p and higher that the same problem with blurry grass at high motion, including those using built-in PS4 stream option.
