Question / Help To Cap Card, or not to Cap Card...

Alright. Everything I see when I google it brings up things from 2 years ago. Razer Ripsaw. New capture card. For obvious reasons, all the streamers that are Razer partnered say it's totally worth it.

Single PC streaming set up, (don't have PC specs as I'm at work atm, but currently capable of streaming in 720p) - would a Razer Ripsaw make any difference at all?

No. Unless you are streaming games from consoles, or are using a 2PC setup, a capture card WILL NOT HELP. In fact, it will *increase* CPU usage over a Game or Window Capture source, and potentially lead to a degradation of both image quality and framerate smoothness.
