Question / Help Tearing probleme

Hey
I have some problems when streaming and i feel like its only on cs go, i have no problems in game but the only matter apparently come from the stream feedback, when i watch my own stream theres screen tearing effect on the screen, which few days ago i didn't have, i own a gtx 770 phantom 4go.
I can see 'tearing' on OBS when i test and i have more 'tearing effect' when i streaming with other computer with capture card

Playing at a framerate that exceeds the refresh rate of your display gives YOU tearing.
Playing at a framerate that exceeds the framerate of your stream has a high probability of giving your viewers tearing.
25 and 45fps are extremely odd framerates to stream at. You should really try 30 or 60 there instead and make sure that your ingame framerate is at least capped to a multiple of 30 or 60 (depending on which framerate you decide to stream at.

'Playing at a framerate that exceeds the refresh rate of your display gives YOU tearing.' Not in csgo all player with 120/144hz play without vsync and like 300fps.

I have try with 30 fps on the second computer with capture card and downscale resolution (like here https://obsproject.com/forum/threads/2pc-setup-extremely-much-stream-tearing-on-stream.20110/) its a little bit better but not perfect.
I have try with 30/60 fps on my main computer its worst now i have lot of tearing effect.
