Question / Help System's CPU usage skyrockets when using OBS

Whenever I use OBS, it's CPU usage goes to around 25%, which would be manageable if it weren't for the fact that the "system" process also comes up and doubles it at ~22%. This is creating a situation where any game I want to stream has to sit below 50% of my CPU usage, or else the computer stutters like crazy. I can barely stream Hearthstone, when my computer runs Arma 3 fine.

The log is attached, and to be honest I'm not sure if this is intended or not, but I've never had this issue before. Any help would be appreciated.

This is completely normal. Real time video encoding is a very system intensive process, and your CPU is pretty dated/underpowered by today's standard, especially for 720p30fps encoding.
