Question / Help Syncing webcam to microphone audio

I am having an issue getting my microphone audio from the soundcard sync'd with the video from my camcorder on my capture card.

I have the Audio > Mic Sync Offset set to -3ms so it matches up with the desktop/game video, but the capture card's video is maybe 10ms off so I'd like to make it -10ms separately from everything else. Is this possible in the regular OBS and is it possible in OBS MP as well?

I'm assuming you're not doing the game/desktop at the same time as your camcorder capture?

scratch what I said, I misread what you wrote. If you click on the capture card properties in OBS does it have settings for a buffer or an offset? or are you saying that the camcorder is behind the audio/video from everything else?
What is your scene buffering set to?
 
I had it set to no buffering, but to prevent it from freezing up and not playing the video anymore, I set it to 0.5ms.
