I've been thinking about getting a raspberry pi and run obs. Does the obs app able to run plugins and scripts?

What version of the v4l2loopback module are you using? OBS 30.0.2 doesn't play nicely with newer versions of the module - a fix is yet to be released (but it is available in the upstream source).
