Question / Help Suggestions for stream settings?

I overclocked the 4790k to 4.6GHz, and the 980ti to 1310MHz and 4105MHz mem clock.

I want to get a good balance of quality and game performance. Most of the time game performance is not an issue, just the stream quality is pretty bad.

Change Filter in your video settings to Lanczos (best detail, 36 samples), check off Use Custom Buffer size and change the value to match your bitrate (3500). If at that point you start seeing performance issues in game, change your FPS to 30 instead of 60
