Question / Help Suggestion on OBS Settings

Hello everybody!
I am quite new to streaming and have to admit that it sometimes drives myself to despair. It just doesn't seem that i find the right settings for my stream and I wanted to ask if someone might be willingly to suggest some settings for me which might work. My current issues are, that either i have lags in onlinegames or my stream seems to lag for my viewers.

My specs are the following:
- OS: Windows 7 64bit
- CPU: i7-2600K 3.4 GHz
- RAM: 8GB
- Videocard: NVIDIA GeForce GTX 260 (Might this cause problems for the stream? I know that it isn't really a good one and I kind of worry that this might cause problems)
- Uploadspeed for 25MB of random data: 1.9 Mbps (244 kB/s)
- Monitor: I think it is 1680x1050 (16:10, this is where i stream my games from) for Monitor one and 1280x720 for Monitor 2
- Studiomicrophone Rode NT-1A

My current settings:
Most of it are the default settings, I'll post which are not:
Encoding: Max Bitrate: 1400
Video: Base Resolution: Costum: 1280x720
Resolution Downscale 1.50 (852x480)
Filter: Bilinear
I am using the x264 CPU Preset on "fast" and I am streaming on twitch.tv

I also think that my Uploadspeed might cause problems. I would be very thankful for suggestions on how to set up OBS correctly with these specs especially with this uploadspeed and video card. I am not a native speaker, so sorry if there are mistakes.
I am also a complete beginner with setting up OBS (I've red a lot of posts though, but that didn't really help), should I have forgotten information that you'd need than please let me know it!

I will try it out today. It says that my recommended myx bitrate is 1615. Isn't that a bit high when I consider that I play online games which also need a bit of the bandwith? Or does this not matter?

Okay I've tested it out with streaming Warframe. Now I don't have any more lags which might have come from the uploadrate, thankyou very much 8LAZ3 for the page. However now I face low FPS (between 18-25) on the stream according to OBS. I have normal FPS ingame. At first I thought that maybe my CPU cant handle it but after checking it in the Taskmanager it says that I only use around 20% of my CPU. Downscaling doesn't change this. Could it be that my preview is just wrong or can I somehow force my CPU to use more to fix this low FPS thing?
