Question / Help Sub-par Stream Quality, Why?

I know this is probably the most common complaint on these boards, but I've looked through piles of threads and talked to many other streamers with a lot more technical knowledge than me and I cannot figure out why my stream quality is what it is. Its not BAD, per se, but I feel like with the PC I have and the ability to use the maximum bitrate Twitch allows, it should be much better.

Any help you guys could give would be appreciated.

Except that going that high with bitrate without twitch partnership will make a large number of your viewers be stuck in buffering hell.

Viewers are more forgiving of bad picture quality if the stream doesn't stop every 4 seconds to buffer because their connection to the twitch viewer servers in san fransisco is crap.

That's not... super helpful seeing as I've been partnered for over 2 years, but I'll keep it in mind.

@Boildown, unless there's something crazy in my webcam settings I'm missing, it should be downscaling to 720p already. If the log says its 1080 I need to look more into it to see why that's happening.

Alright, so I have gone in and changed the resolution of the camera in OBS. I had a setting in the webcam's software that I thought was outputting 720p, but I guess it was only for that actual piece of software. Downscaling it in Global Sources>Properties should work, right?
