Question / Help Stutters in preview window and stream.

I have an issue where the preview window will stutter every few seconds and it shows up on stream, while my gameplay is fine. So far this is happening to Sekiro and Battlefield V. I am on the latest version of windows and OBS.

I stream (or try, explained on that thread..) Sekiro too, read inside (is a lot to rewrite here) maybe be helps you but I'm still with issues.

Here is a clip of whats happening, when the game is in focus, the capture stutters like hell but when I alt tab, its smooth on OBS, doesnt matter what kind of capture. Window Game or Display, it happens to all of them, Xsplit has this issue too, so it might be the game itself doing something.
