Question / Help Stuttering While In Games

I have all of my settings set to the recommended setting without any red text showing up in the Broadcast Settings. I stream at 720p at 45fps. 30fps is just as stuttery. I also have a GTX 980 with an i5 4670K. My fps will be just normal in game. Never EVER dropping below 60fps and yet I still see stuttering like my FPS would be dropping yet it never is. This is really annoying. The games I mainly play are Battlefield 4 and Minecraft. Both do this no matter what settings I have set. Should I get a new i7 4790K CPU? Should I get a capture card instead? I can easily buy the Elgato HD60 at my work or order an avermedia online.

I just need help getting this stuttering issue fixed. My friend has an i5 4690K with absolutely no stuttering.

I have 3000 bitrate out of my 5mbps upload. 45fps, all settings recommended are set, and video encoder is x264.

What should I do?

Try setting your process priority in obs settings to "above average" or however it is in English. This will give your stream a higher priority but will not cause your game too lag when your cpu maxes out.
