- Try lowering your webcam resolution, 1280x720 or less should still look fine unless the webcam is taking up your entire scene
- Try running the game with the -high switch to give it a higher process priority
- Be sure to cap your frame rate in CS:GO. Use vsync, fps_max, a third party tool like NVIDIA Inspector or whatever you prefer

I have csgo as a high priority, fps_max 999. turn vsync on for cs go? looking at the log im not really sure why cs go or h1z1 would be stuttering. i will give a few of these a try. should i put my bitrate up at all?

I should have specified that you need to cap your FPS at something reasonable. CS:GO defaults to 300 which is way too high. If you don't mind vsync, just use that instead of worrying about fps_max.

So i changed my resolution on my cam, csgo is already on -high, went into game and set my fps to 300 and it is worse from what it was. I changed my fps back to what it was originally and nothing is changing. here is the new log

Like i said i have changed all of my settings to what they were and now it is unplayable for some reason. >.<

300 is the default and still way too high. If you don't want to use vsync, match fps_max with your monitor's refresh rate.
