Question / Help stutter and poor FPS when OBS is running

So, I'm currently having a rather odd problem right now. I've been trying to stream The Elder Scrolls: Skyrim, but it seems to interact poorly with OBS. I currently have Skyrim's FPS capped at 60 through the use of a program, and I'm trying to stream it at native resolution (1920x1080) @ 30fps, however my game stutters and drops to an inconsistently low FPS in-game when OBS is running. I don't even have to be streaming, just when OBS is currently running on my computer. Does anybody know why this might be?

I don't have logs or anything like that because this isn't a stream problem, but if someone requests it, I could get them.

I should also add that this shouldn't be a result of my hardware, I can run Skyrim at a much higher fps than 60, I just cap it at 60 for physics reasons.

Do you have any recommendations for other programs or options to cap a games fps that wouldn't conflict with OBS?

Unfortunately, Skyrim's vsync setting is very unoptimized and causes a lot of input lag for many people so it's common to use rivatuner as an alternative. Thanks for the help though. I'll look for a different method that doesn't conflict with OBS, If you ever have any other suggestions I'd love to hear them.
