Question / Help Stucked on 20fps...

Hello guys. First of all I'm truly sorry for my poor english skills :D

I just got my secondary pc and a Live Gamer Portable Lite Capture Card but it seems like I have some trouble with the configuration. First things first - installed every firmwares, softwares, and drivers on my streaming pc(secondary one).
Installed Stream Engine, where I can set the main quality. Which contains fps, resolution etc.
I'm using 720p60fps right there, so as in OBS. However when I start recording or streaming, the little fps counter down there is showing a stable 20fps. It's a Video Recording Source, so i tried to set a custom fps, but nothing changed, still standing on stable 20. When I enable the option "Disable encoding while preview", the fps counter is on 60 but when it's disabled, I'm getting 20fps (without recording or streaming anything).

Since I'm getting this problem while encoding, also tried different x264 presets, but getting 20 fps on superfast aswell.
What the actual fuck? It's really pissing me off, I've tried everything so far.

#UPDATE: When I enable downscaling to the lowest possible resolution, I'm getting around 35 fps, it's weird.
 
The age of your system does not permit realtime recording at the level you want it to.
What do you mean? Someone just said i need a quad core cpu to stream with a 2pc configuration. Unfortunately there was no vga in there, so I just found a really old card somewhere in my house. /I guess it's better than the intel hd 4500/ which is actually not supported by OBS. Any solution? I'M kinda fine with the delay though, but this fps is killing me.
