Question / Help Struggling finding the right settings

I have been trying to stream CSGO for a while now and frankly I am struggling to find the right settings that give my viewers a decent stream while not giving myself noticeable lag.

My PC specs are:

CPU: Intel i5 2550k 3.4ghz
Motherboard: Asrock Z68 Extreme4 Gen3
RAM: 8GB Corsair Vengeance.
Graphics Card: Radeon 6870 XFX
Operating System: Windows 10 64bit.

SSD: SAMSUNG 850 EVO 500GB

I am open to using either OBS or Xsplit, as I do have a license for Xsplit. But I've read and heard OBS runs much lighter and is less of a strain on performance.

Hopefully someone can point me in the right direction as far as what settings I should try because every thing ive tried up until this point either gives me ping in-game that is in constant flux from 50-120 which makes the game unplayable, or it reduces my FPS by 40-60 frames. Also even if I get my ping to a somewhat stable state, and my fps to not take too big of a hit I still find myself rubber banding frequently and feel very noticeable delays in my actions in-game.

I am open to the idea of upgrading my video card if that will make a difference. However what I've read is streaming is much more connection/CPU dependent.
