If you need to access your settings data directly (its all stored in text), type in %appdata%\obs in to start/run and it will take you to the folder where it's all stored. I'm not sure what happened though, the update didn't change anything in that regard.

New update, Again, deleted all my scenes. Same thing happened last update. OBS reboots after the update, Scenes all wiped. And now its happened with this update.

This may be a bug, though I'm not sure what's going on, and I'm also not sure why I haven't heard of it before if so

Definitely a bug of some sort, I have the issue also. Mine only occurred oddly when the computer crashed from XSplit, where the whole desktop and cursor froze, and had to keep my finger on the power button. I was booting up XSplit and it must've messed with some of the AppData stuff because all my servers on mIRC for the twitch chat bot had been wiped, Xsplit had cleared the scene, and OBS had the exact problem DigitalPrime is having. A message popped up for a new update, so I clicked OK. The update finished but then said it had failed. Upon trying again just now, it oddly has fixed it, all buttons and menu items have their names again, but scenes still cleared. not a problem, i have this backed up on a USB, but thought it should be reported.

That doesn't sound like a bug, you likely have file system corruption from the unclean shutdowns. Run chkdsk.
