Question / Help Streaming with low upload speed

I've researched other threads about this, but just want to make one for my situation. I'd like to find out the best settings I could use with all of the following information(Might have un-needed info, but will post anyways):

My Computer Specs(Pretty bad):
Operating System: Windows 7 Home Premium 64-bit
Memory: 6GB RAM (5.85 GB usable)
Processor: Intel Pentium CPU G620 @ 2.60 GHz (2CPUs)
Video Card: Intel HD Graphics
Chic Type: Intel HD Graphics Family
Monitor Resolution: 1600x900 (32 bit) (60hz)

Actually, I'm guessing that if you try to preview or stream, you'll get the DirectX 10 error saying your GPU isn't compatible.

If not, your CPU is super underpowered and you're going to have a hard time getting a decent stream.

I recommend 360p, 25fps, ultrafast x264 preset, and 500kbps bit rate. If that's not good enough for you, then you're going to have to get a better computer and better internet.
