Question / Help Streaming with 0.5 Up?

So I was wondering if there are any settings that would allow for me to stream fluidly without pixelation at that speed.
I definitely have a system capable of handling streaming, but the net.. I'm not quite sure. I can stream, but my streams come out with low fps (regardless of in-game fps being 60+) and is super pixelated.

System specs:
Processor: AMD Athlon(tm) II X4 640 Processor
Video Card: AMD Radeon HD 6800 Series
Memory: 4.1 GB
Operating System: Windows 7 Ultimate 64-bit

Net specs:
Download Speed: 4mb
Upload speed: 0.5mb

Not really. You might be able to put out a 240p stream, which is tiny. Your CPU is weak, but the upload speed is the biggest problem.
