Question / Help Streaming stutter lag (CS:GO)

Hi guys, I am having a weird issue while streaming CS:GO... when I Swap guns I will get a delay of switching like I am lagging... I do not know what is causing this, I know my system is a bit older I was wondering if that would be the issue? I get no other type of fps lag or stuttering, just on my end when I am streaming and swap guns it will switch 2 or 3 times back to my weapon.

Also I play CS:GO ingame 1024x768 black bars.
I was wondering if I should just lower my bitrate? Or would just upgrading my internet from DSL to TWC be the better option instead of having 1.8 upload I could have 5.

And I was debating upgrading my CPU from the AMD Phenom(tm) II X4 965 Processor to possibly upgrading to the 8350.... and my GPU is a bit older aswell.. I'd just like to have a good stream anyway guys thanks for the help:D

based on your logs I see you're only pushing 20FPS, do you get viewers?

if so, i would recommend you up that to a min. of 30FPS. you're restricted to only 1.8 upload and on a good day you could be streaming a 720p@30FPS stream at only 1,000Kbps. That's my recommendation. That all changes once you say you're going to spend money.

Does anyone have any idea why my guns "lag" when they come out?

is that just my upload causing that?

because I get no FPS drops at all when I am streaming.
