Question / Help Streaming stutter every few second uniformly

Hi guys, i'm new to streaming,

My game runs smooth while streaming, but when i went to watch my stream, it looks and sounds like this

I've tried to down scale more to 480p,360p, 1000 bitrate, the problem persist, i'm out of solutions, please help.

Processor: Core™2 Duo Processor E8500 3.16 GHz
GPU : Gtx560 ti

With a Core 2 Duo, you're going to need to stream at no more than 480p, since that CPU is really really weak.

Also, there is no reason to use MP3 audio. AAC audio is better in pretty much every way, and could help you with your audio choppiness.

You might also need to lower your x264 preset to superfast or ultrafast. I'll let you experiment around with it more.

Your bit rate can stay at 2000, since that has no effect on CPU usage.

i must apologise for the late appreciation of your reply, still thanks a lot, been busy fitting a new CPU:)
I'm using i5 3470 streaming with no problem now.

Now i have another problem regarding resolutions. You see i'm trying to optimize between graphic quality and ease of viewing for viewers. But i'm confuse between resolutions.

My monitor resolution is set on 1920 x 1080
My game is set on 1280 x 720
my Obs is 1.5 downscale to 1280 x 720

here is what i'm confused about, which resolution is obs downscaling from, and outputting as? is it downscale from monitor 1080 to 1.5 and output as 720?

or

downscaling from my game 720 to 1.5 and output as 720 which is the same? As i stream old games, sometimes its 480p, should i still use downscale or use "none" as downscale.

I apologise if im confusing you, but i'm trying my best express as clearly as possible with what i understand. Thanks !

The "Base Resolution" is basically the pixel size of the OBS screen you'll have available to put stuff in. Every individual source can be resized within that window, or be kept at its original size (in which case your game will not fill up the entire screen).

After all compositing is done, the image is downscaled as a whole to the resolution setting you made there, and encoded and broadcast at the target resolution.

My assumption is that this function exists so that you can quickly change the resolution of your broadcast, without having to change the size of your screen (which would mean you have to re-arrange all your sources and stuff).
