Question / Help Streaming settings

I'm sorry for being real green in this area but I'm needing a little bit of help. I'm trying to stream atleast in 720p to twitch playing Smite. I'm not sure if my laptop can handle 1080p so thats why I'm just interested in 720p with no lag. Here is what I have. I'm running on a HP 17". 1600x900. AMD A-10 5750m 2.50Ghz. Also with AMD Radeon HD 8650G.
My ping is 12
My download speed is 93.91Mbps
My upload speed is 94.55Mbps
My questions are what settings can i run for 720p and 1080p. I have been messing with my settings for like 2 days and I somehow keep getting lags on my stream. I'm not sure if me running Smite on Maximum settings can be the problem but its frustrating. I would like to know the bitrate, screen res, fps, ect. Thanks in advance for anyones help. Again sorry for being a noob but we were all there at some point.

I'm currently running 3000 bitrate with 30fps downscale 1280x720 filter is bilinear x264 cpu preset is (very fast)
key frame =2 and still for some reason my stream lags a lot. In game I get about 20-30fps with 60ping. I know my fps dropped coming form 70-90fps but thats due to me streaming but its playable without any lag. Very confusing.
 
the A10 can't handle a bitrate of 3000 at 720p. it may not even be able to handle 720p at an acceptable bitrate. especially since it's a mobile processor.

To rephrase that a bit, the bitrate is not the problem, the resolution might be too much. Can you post us a log file of your last stream test?
In OBS select Help > Log Files > Upload current/last Log File. Copy the URL and link us.

I just don't see why I can run Smite and BF4 on maximum settings and play flawlessly with 90+fps. But when streaming my stream lags but my in game doesn't.

logs says you try to stream 720p60 ... thats most likely not going to happen with that apu. but 720p30 shouldt be much of an problem also it doesnt tax your ingame performance as much due to less load.

and bitrate wise i would recommend going down a lot as a nonpartnered streamer something around 2000-2500bitrate max

A little better with bitrate set @ 1500 but instead of lag its more skips.
Also dropped my res downscale to 1066x600

make sure to post new logs of a view minutes of streaming so we can see whats going on and what has changed

Looks like I finally found it.
Bitrate= 1500
Downscale=1066x600
Filter= Lanczos
FPS= 20
* It looks almost like 720p, then only thing is that when chatting in game the words are a bit distorted but other than that it looks good. At least viewable. Thanks to those that helped this noob out.
