Question / Help Streaming problems

Hi, guys. Sorry for first post question, but I really need some help. I've been trying to stream on Twitch for like ever, but I cannot seem to fix an issue I'm having. I tried about an year back, but I guess my PC was just too old for that, so I bought a new one. I'm not sure why, but when I try to stream, the new PC acts just like the old one. So, maybe I'm doing something wrong :/. Whenever I start streaming, I get video stuttering and when I open up the game to play it - almost unplayable. And I'm talking about very small games, such as: Papers, Please; Symphony, not something large like GTA. And I'm even playing windowed on a very small resolution! The little button on OBS was flashing red, but I managed to lower some settings and it's only green now, yet my game still stutters like crazy. Please, do help with settings or something, or give me some advice. Thanks in advance. Here are my parameters:

well one of the reasons for that is your cpu yes its a quad core yet its an apu and since you do not have a dedicated gpu it might happen that the cpu part of the apu gets throttled for a short period of time so the gpu part can perform better for whatever ingame scenario

sadly you didnt buy a great pc but its a decent almost extreme budget pc

Thanks for the honest reply. I eventually got aware after purchasing it that it's not a very decent build, but it was all I could afford at the time and it's much better than my old one (was about 7 years old). :)
