Question / Help Streaming optimizations

Hey guys wondering if you could offer some suggestions I want to stream The Witcher 3 (and hopefully Fallout 4) without getting stuttering. Hoping you guys can provide some optimization help. I am running the game through Steam and I am streaming it using the Game Capture in OBS. I have an i5-4590 CPU that clocks 3.30Ghz, 8 GB of onboard RAM, and a Raedon R9 200 series GPU here are the OBS specs as well.

It looks pretty good. I have an R9 200 series as well, and I think I should suggest playing The Witcher 3 in 1280x720 and recording at the same resolution because I played it (without recording it) at 1600x900 (at admittedly really high settings) and it lagged visibly in some locations (Novigrad & Oxenfurt).
 
2000kbit video bitrate is enough for 1280x720 resolution (via downscale), and if you're having quality issues, you should be able to increase the quality level of the x264 preset some to offset the difference. (Slower-sounding presets offer higher quality per kbit at the cost of increased cpu use)
 
Tell me which settings to change to what I am not well versed in how to troubleshoot OBS? Also maybe the point of my post wasn't clear I am trying to minimize CPU usage by OBS while still maintaining the quality of the stream. Any help would be great
 
...Well, your resolution downscale of 2.5 may be a little overkill considering your already quite small base resolution.
 
I figured it was but I want desperately to get rid of the stuttering so I downscaled as low as I was willing to go. Still stutters a bit unfortunately but I can live with it till I can afford a capture card
